You posted the following:

-Dcom.sun.management.jmxremote.ssl=$JMX_SSL_ENABLED
-Dcom.sun.management.jmxremote.authenticate=$JMX_SSL_ENABLED

You have used the same variable for both of these settings, instead of
using the separately defined $JMX_AUTHENTICATE
